For the leprechaun bait tags, simply cut around the edge of the leprechaun hat shaped tag.
Use a hole punch to make a hole in the area with a small circle.
Place your leprechaun bait inside a treat bag.
Use string or curly ribbon to tie the tag onto the leprechaun bait bag.
