Instructions
Preheat your oven to 350 degrees.
Line a cookie sheet with parchment paper and spread the flour evenly across the parchment paper.
Heat the flour for 5 minutes, let it sit out to cool down completely.
Add the salt to the flour.
Put the butter, brown sugar, and powdered sugar in a large bowl and mix until well combined.
Pour the vanilla extract into the bowl and mix for about 1 minute.
Add the flour mixture.
While mixing the flour, add in the milk and mix until the cookie dough frosting is a smooth consistency.
Use a spatula to fold in the chocolate chips.
Place the cookie dough frosting in a piping bag, cut a medium size hole at the tip.
Pipe the cookie dough buttercream frosting in a swirling circular motion on the top of the cupcake creating a swirl.
Place the mini M&Ms randomly around the cookie dough frosting and put the Christmas tree icing candy at the top of the swirl.
Serve and Enjoy.
Notes
Do not fold the M&Ms into the frosting because the color will bleed into it.
